Can't open IE in iPAQ

I have been trying to open Internet Explorer in my iPAQ 3650 and it won't open. When I click on the IE symbol to open it, nothing happens at all. It has been happening for the last 2 days now, and this is after I have made no changes to any handheld settings or configurations. This is the first time i've seen this happen. Very strange. Any suggestions is appreciated.
Summary: when i soft reset my ipaq 2215, a popup sthat it can't open "restart" or one of its components. How i fix this or at least make this popup go away? ...
