Almost certain the answer to that is no.

Pocket PC - is Win CE

Win CE takes many of the Win 95 code

A program must be compiled in the OS Pocket PC / 2002 /2003 to run - DOS cannot be run

But there is an app called Pocketdos (www.pocketdos.com) that emulates DOS on a pocket pc. You can run many Dos programs on that.
