Can i use HP iPAQ 5450 as phone

No, AFAIW it's just a PDA though it has bluetooth so you can use a phone to get internet access etc.

Depends on your desired use. If you use bluetooth to connect through a PC to the internet, and then install VOIP software you will be able to use it as a telephone as long as you are in bluetooth range of a PC with bluetooth capabilities.
Alternatively, if this model of PDA has a wifi connection (or you install one like a SDIO card) then you'd be able to achieve the same effect using the wLAN rather than bluetooth. This would probably be more reliable than the bluetooth technique, as well as having better range and more places you can use it.
