Although your PC clock may be correct, is it set to the correct TIME ZONE? If it is not, activesync will "correct" the time to compensate for what it "thinks" is a difference in time zones. For example, if your computer is set for the default PST time zone, and you are syncing with a device that "thinks" it is in the EST, and you are in the Eastern Time zone, this would account for a 3 hour difference.
