Access tables truncated at 15,500 rows

When I convert my access databases to cdb's using activesync 3.1 if there are more than 15,500 rows in any table the conversion process hangs. It does not seem to be file size related, because if I split the table into two (ie each table has less than 15,500 rows) but the total in the db is >15,500 it works ok.
This is really annoying me! does anyone have any ideas on how to fix this ?
