24 Hour Format-HTC Touch

Hi I have a HTC Touch mobile. Recently i found that i am not able to change the time to 24 hour time format. This causes inconvenience in various activities like setting alarms, time based appointments, calendars, delayed sending of SMS. I have tried various options. Nothing worked.
Kindly help me
