No it is still sold by http://www.ecomstation.com as eComstation. IBM still hold the License, but Serenity Systems have rights to develop/distribute

Yes you can download a trial version but you can't install it. You can still buy OS/2 licenses through mensys.nl but you can't get the install media for it anymore.
You're best bet is to get an Academic Version of eComStation which usually costs around $189.00 US. If you wait a bit for version 2.0 to come out the price will drop to $119.00.
