TCP/ & nework install fails always

Subject: TCP/ & nework install fails always
OS: os/2 warp 4
CPU/Ram: VPC6

Im hoping for some help here as i am
losing my mind. I managed to get os/2
installed into connectix Virtual PC 6 with
really no problems but whenever I try to
install networking it gets to 100% and
fails with error 1600 failed to initalize. I
have tried to set it up with "IBM Null MAC"
driver and with "No network card" and the
same thing happens over and over. I have
seen some refernces to that I might need
fixpak 15 to get this to work, but I dont see
anyway to get them without os2 being
networked, or having some kinda
premium account on IBM
