I am new to OS/2. How do you shut the OS down and then start it back up?

There are several possibilities.
a/ Clik on the computer icon near the search icon on the smartcenter bar. It will stop OS/2. To restart, Ctrl+Alt+del.
b/ Clik right on the desktop and clik on the correct option.
c/ nice tools are available and i suggest you to have a look at en.os2.org or www.ecomstation.org (with nice links) ...
d/ eCS (ecomstation) is based on OS/2 but with very nice feature and the possibility to have power off the system at shutdown time and more ..

And for a whole new shutdown experience, get xworkplace from www.xworkplace.org.

Loads of features, GPL and overall very nice. At the time of this writing, version 0.9.14 is preferrable, 0.9.17 has some annoying buglets.

try to type setboot /b on command line.
You can also make a symbol on your desktop witch contains this commend.
