Restricting parent director w/cmd.exe

On a Kiosk machine, I want students to have
access to the OS/2 prompt. However, Ill need
to restrict them from parent directories.
For example, how do I make "c:\students\" the root on execution of "c:\os2\cmd.exe" ?
