OS/2 Warp4 Upgrade over 3.01 Proble

We are trying to install IBM's Convenience Package for OS/2 Warp4 on our existing voice mail system that runs OS/2 version 3.01.
When we attempt to load it on our system (actually a clone with a larger hard drive), it says "This version of OS/2 cannot be installed over the existing version of OS/2 that is already installed on the target drive." and to "take off" our OS/2 and rerun it. Our system is running version 3.01, component ID 562260100, type WC, current and prior CSD level is ZR03004. It is imperative that we are able to retain the applications already on the system - that is why we purchased the convenience pack. Is there something we need to allow it to upgrade our system?
