OS/2 ver2.1 upgrade won't config sy

Have a IBM 350-466DX2 Type 6581-L5A with 80486DX2 CPU,8mb RAM and 519mb HDD. Loaded DOS 6.22 and let it partition drive as one partition. Altered Autoexec & Configsys as IBM OS/2 manual states. Installation of OS/2 version 2.1 goes okay through installation floppy,floppy disk1 and CD until it restarts okay from Advanced Options (the last input screen in the manual ) where it just sits at the Updating Sysyem Configuration screen. The mouse pointer still moves okay. Have left it on this screen for over an hour but nothing. Read a lot on this forum and tried all ie RAM is two strips same brand, the monitor is a old VGA although System Configuration says Primary Display Super Graphics Array and the Secondary Display says None. Any ideas why it will not finish system config. The DX2 has no peripherals attached nor any cards in the motherboard ISA slots. Although the outside of the box says Upgrade Edition the manual nor CD mentions it.
