OS/2 2.1 Problem on loading system

I have an OS2 server but unable to boot. Error message is "CLOCK01.SYS cannot be found." I want to get to CONFIG.SYS file. Earlier in this forum someone else had a similar problem. The response was to use ALT+F1 key to break away at boot time. Unfortunately this is not working on my system. Does anyone know of any other way to interrupt the boot sequence before I get the error message again.
