I copied the OS/2 1.1 files to an HDD on VPC and I tried to boot and got
OS/2 !! SYS01475
OS/2 !! SYS02027

I forgot some details!

I also tried SoftPC for Macintosh 68k
The Install Disks gave me a trap in the floppy Driver

You cannot copy the files to HDD, you must install the operating system. If you boot the first diskette and follow the directions, you should be able to install it. Although there won't be any drivers for your peripherials. Still, you may be able to get it installed and running.
