I'm afraid you can't do it with the built-in tools. You'll have to hop over to Hobbes and get yourself a program like top or watchcat (or a host of other process killers you'll find there.)

get fm2utils.zip from an OS/2 archive. Inside you will find killpid. It kills by process number from a command line. Effective even when the program appears to be closed.
