Is it possible to install windows 98 upgrade on win-os/2? or at least run win32 programs as in windows 9x.

You can run some Win32 apps on OS/2 v4. I notice you are on 2.1...not a good place to be.
Don't forget NetLabs Project Odin!

Normally, you should be able to do this, but keep in mind:
1/ NOT to for;at the harddrive
2/ that Windows COULD possibly erase OS/2 system files (donc la concurrence n'est plus presente... ;))
3/ That in SOME cases M$-software detects WinOS/2 and seases to operate...So go ahaid, and IF you get setup installing, mind every step you make.

No.You might be able to run some win32 apps with win32s, (theres special win32s for OS/2 as well) but os2 2.1 is a 16 bit system, in which the windows component runs on a supplied dos filesystem.
win98 is a "self contained" (arguably), OS, by which I mean its got its own dos for file system support and certainly wont run properly on OS2's dos (especially 2.1 , which is kinda old-i happen to like it tho!). also , as I recall, you install OS2 over windows, and not the reverse, for win/os2.(unless its the one with windows included).
Lastly, win98 will erase and rewrite your boot record, so you probably wont be able to boot into OS2 after that (windows insists! on being the only OS).There may be a way around this with OS2's boot manager, but i dont know of any.A good multiboot manager like "System Commander" is the best solution there.
