If usr idle for t, kill progs, not xyz

Is there any program for PM, that if no user input, either mouse or keyboard, then kill all programs except certain programs (ie, pmshell, desktop, security, etc.)

I use OS/2 as a Kiosk at a College for student activities, student information, and student comments. A bmp changer runs to display student activity messages. However, students who run programs tend to leave them open, maximized. To alter this, I am looking for a program that kills any extra programs if no user is using the computer.
