This is an OS/2 board and you should post your question on the ME board.
Get the Windows 98 disk from HP for ten bucks (will not work with Windows 95 disk, if that is what came with your scanner), then download the ME patch from the HP Webside.
Remove all previous HP5100C software/drivers, remove scanner from device manager, disconnect scanner from computer, load software, shut off computer, hook scanner back up and let plug and play find the scanner, install the downloaded patch, shut down and restart your computer.
If your scanner does not yet work go to your computer's BIOS and change the parallel port setting, there are three options, change to any of the other two.
Pray.
Before I do any stuff like this to my computer I make sure that I have set a new ME "Restore" point and have a current restorable back up of my hard drive. Reel bad stuff happens without warning sometimes.

You find the solution to all your problems by downloading the file EPST.exe Version 2.21 from the following homepage. http://www.scmmicrosystems.com/downloads.html?PID=16&s1=8&s2=63
Once you have installed the HP PRECISION SCAN 2.0., you have to run the file EPST.exe. Then you have to download from www.hp.com the corresponded update for your systeme like Win98, ME, XP, etc and to run it. Now, your scanjet 5100C will run without any problems.

You can download the HP PRECISION SCAN 2.0. software from the url:
