I would like to know how to make a 18 Gb drive totally available to OS2 w3 without reinstalling the system. The drive is only to store data, not to boot the system. At the moment I have managed to make visible for OS2 only 4 FAT partitions 2 Gb each (one primary and 3 logical). The rest of the disk remains unseen. I need the partitions to be available for win98.

Not sure about keeping the install, have you tried booting of install disk 0 with the patched files for large disk support then going to advanced and modifying the partitions? Does it allow you to use the other space then?
You won't have to re-install just boot to the first disk, "installations disk 0"
