Have never heard of anyone creating a OS/2 bootable CD, but it may have been done. I would suggest looking on this site to see if there's any description of this:
http://www.os2bbs.com/
I would assume that, if it's even possible, making a bootable OS/2 CD for installation will be a very difficult procedure. If what you have is the IBM Warp installation CD, then you don't need to create all the floppy images. Only the DISK0.DSK and DISK1.DSK images are needed. These can be written to floppy disks using the XDFCOPY.exe utility provided in the CD. DISK0.DSK will become Disk 1 and DISK1.DSK will become Disk 2. Disk 1 is a boot disk. You put the installation CD into the CDROM drive of the target computer, and then boot the computer with Disk 1. You will then be prompted to insert Disk 2. After setting up a hard drive partition, the installation program wlll use the CD to install OS/2 Warp.

For a bootable OS/2 Warp 4 CD, you can try the instructions at this link:
http://www.os2usr.org/w4bootcd.html
If you do not have another OS/2 machine set up, you can "convert" the instructions to Windows ones via using the appropriate software under Windows.
Another alternative is to find a copy of Warp 4.51/4.52 (Convenience Pack) - which contains a bootable Install CD
