Save it as a png, gif or jpeg picture, and compress it so it fits on your floppy !

Scanned pictures in a good quality do need more space than a floppy contains !
OK, icons & small pictures are possible ...
... 256 or true color pictures even small like photos exceed the capacity of a floppy.
You need either a LS-120 or a ZIP media.

If you are looking for the software required to scan in the picture and manipulate it I would give two suggestions, Both are "freeware";
1. SANE (ScANing made Easy) Use a search engine to find "sane os/2"
2. Embellish image processing, search for "embellish os2"
