Fixpak#15 freezes COM ports

A few weeks ago I installed fixpaks for MPTS and TCPIP in order to establish networking between my OS/2 box and an NT 4 box. I also installed fixpak15 at that time. Through a series of uninstalls and re-installs I traced my problem to fixpak15; this fixpak caused my COM ports to lock up. I use a digitizer for a cadd program on COM2. After backing out to fixpak12, the problem dissappeared.
My current dilemna is this: I wish to upgrade my Lotus Smartsuite to version 1.7, but one of its caveats is that fixpak15 is required. Is there anyway around this problem? I could try obtaining Smartsuite 1.6 from a reseller, since it only requires fixpak6 I believe.
Also, are the fixpaks cumulative in their releases? that is, does fixpak15 include all older fixpak problems or are the older versions needed to be installed before installing a newer version?
