Warp3 or Warp4?
Warp 4 is currently at FixPak 15. The latest FixPak always superceedes previous FixPaks. IBM has also now seperated the OS/2 Device Drivers Fixes from the Base System Fixes, so you will also need to download and install them seperately.
Go to:
ftp://service.boulder.ibm.com/ps/products/os2/fixes/v4warp/english-us/xr_m015/

IBM keeps moving drivers and fixes around so it is sometimes difficult to find what you are looking for.

Actually while I am thinking about it, you're also going to need CSF to install FixPaks.
Go to: http://service5.boulder.ibm.com/pspfixpk.nsf
Fixpaks-All By Product,
OS/2 Warp V400,
CS_141 Corrective Service Facility for installing Fixpaks
Plus all sorts of other goodies.
