It is still considered proprietary software owned by "somebody" (I think Novell owns all the old Corel IP, but not sure) so it is not legal for just anybody to distribute it to you or anyone else. Here are a couple of places which claim to have it for sale:

I suppose they are legal to sell it...
If you want to look into legal freeware or shareware alternatives, you can look at this site:
http://www.os2bbs.com/
And, of course, you can troll around on the BitTorrent sites and find somebody distributing copies of it illegally (along with whatever they might stick with it...)
