Changing to CD

I have os/2 2.1 floppy disk images, but there are like 23 disks for this version, I don't have that many is there any way to install this version that I have from a CD, like copy the files to it, and then make the cd bootable or something like that, or if you have another idea it would be great thanks.
Too cheap to afford 23 floppy diskettes? You could probably salvage that many from waste baskets in any office building. Or go to some store that has a package of diskettes on sale with manufacturers rebate and mail in rebate and get your money back. Why would you even waste your time with ver 2.1 Oh, just because you were able to download it for free?

working on this problem also... wondering if using winimage to make a image of the install disk and then making a bootable cd from that,with also disks 2-23 would work? oh well here goes making another coaster... ill get back with results...
