Suddenly without warning, my server starts to drop pagefile size. gradually the performance of the system drops. eventually the system appears to be frozen. the only way out is to cold boot. what can i do? is there some log file that i can check? please help.

Is there any message in SYS$MANAGER:OPERATOR.LOG ? Since you rebooted, you probably have to check version -1.
Is there a message in your hardware errorlog :
$ ANALYZE/ERROR/SINCE=...

Maybe your pagefile is too small ?
Have you tried an AUTOGEN ?

What version of vms
vax or alpha - machine type...?
Check that a process is not excesivly paging, use monitor to check the process in the compute state - then show process/id to check the process.
if you have to crash the box force it to write a dump and have this analyzed
extending the size of the page file will only prolong the time till the system hangs
When was the last time the box was autogened
