rebooting an alpha 433 au

I have a stand-alone alpha 433 running openvms axp v 7.1. A recent power outage forced an un-orderly shutdown. I had a floppy and a cd inserted (non-system); and all was fine with the alpha before the outage.
When I tried to reboot I did get the usual screen with

But when I typed >>>b
I only got "(boot dka 0.0.0.1004.0 -flags 0,0)" and nothing! The system does not reboot.

Summary: hi , i have an alpha server with memory usage reported as high as over 90% during the daytime, how can i know which is the culprit using up so much precious memory. Any free monitoring tools ? ...
