problem with protaction

Hi

I have a VAX system that has been running fine for long years. But
today it has got a problem
during boot. it shows


% delete - W- file not deleted. It was indicating that the file:
SYS$SYSROOT:[SYS$STARTUP]ESS$LAST_STARTUP.TMP could not be deleted.


Also


DCL-E_OPENIN, error opening SYS$SYSROOT : [SYSMGR]ESS$LAST_STARTUP.LOG;
as
input


-RMS-E-FLK, file currently locked by another user.


I noticed that the protection of the file: ESS$LAST_STARTUP.TMP was
(RWED,RWED,RE,RE). I changed it to (RWED,RWED,RWED,RWED). On the
next reboot, the Vax normally.


How can the protaction of file be changed ?

The question is who was the owner of the file. (System:RWED,Owner:RWED,Group:RE,World:RE)
However normally the startup is run by SYSTEM so there would not be a problem with the file protection.

Is there a posibility that there where a double ESS$last_startup execution in the startup where one tryed to cleanup the others temporary files ? Se if there are two startup-logs from that time.
