Privilege to create new Users

I am working on a school project, and can't seem to find anywhere what kind of permission one needs to setup new users on the OpenVMS system.
Do you need "Security" or "OPER", both, or something else???

To make it a short answer....

You need to be a member of the SYSTEM UIC-group or have SYSPRV privilege.

Check the System Management Utility Reference Manual (chap 5 Authorize Utility)
