OpenVMS server is in Hung state and not able to connect via

Specs: VMS
OpenVMS server is in Hung state and not able to connect via Console
One VMS Server was not reachable via telnet and we tried to connect via console which was also not getting connected. SO asked the network team to check the network. where it seems network is also fine. so hard rebooted the server. Kindly let us know what could be the possible issue. How to check it.

There is not enough information here to provide a reasonable response. A few questions arise however:

1) How do you connect to the console. In most cases the use of ctrl-P should awaken the console and halt the processor yielding a prompt of >>>.

2) Has this occurred more than once?

In the future, attach a real terminal to the console and enter the ctrl-P. At the >>> prompt enter CRASH. This should force a system crash along with a crash dump file. Analysis of that file should provide some insight to the hang.
