FREE: Not entrirely. You need licenses.
You need to be at least a member (or associate) of a HP user group. at http://www/encompassus.com you can become an associate for free; they will issue an ID that you can use to get the licences (and CD for VAX or ALPHA) at http://www.openvmshobbyist.org/
COPYRIGHTED: You bet. And heavily PATENTED as well. You CAN get access to the sources - when you pay enough (= a lot of) money AND sign a non-diclosure agreement.
