My Question is simple:
What do I need to do, using C and the System Services (NOT sockets), in order to multicast a message in OpenVMS. I use UCX and
the TCP/IP services for OpenVMS vs4.2. Although I have an multicast address and I have set my TTL to 255, the message is not sent. I will appreciate any comments or suggestions on this issue.

I'm not certain if I understand your question completely, but if you have acces to the '$' prompt, try something like the following:

$ REPLY/ALL/BELL "SYSTEM GOING DOWN FOR BACK-UP. PLEASE LOG OFF."

This will send the message within quotes to all connected sessions with a 'bell' notification. For more options, check out
$ HELP REPLY
