I wish to monitor the oracle RDB 7.1-411 which runs on OpenVMS. Is there any way to monitor Oracle RDB other than T4.

Do you need monitor the oracle which runs on OpenVMS? what your client platform? you can try dbwatch, it is a database monitoring software for Oracle and SQLServer.
