"TOY" stands for "Time of Year" clock. Probably the battery that powers the clock and keeps the low-level configuration up is dead. I suggest you search the comp.os.com newsgroup (http://groups.google.com/group/comp.os.vms) for battery options (IIRC there was a discussion there on MicroVAX 3100 batteries).

The system can probably still boot, but it won't have the correct time and date. Try pressing "B" at the ">>>" console prompt.
