Formatting RD51

I have an old VMS system (5.1) and need to
replace on of the disks.
I tried to initialize the disk :
INITIALIZE/SYSTEM DUA1: name and got the
following ERROR: INIT-F-FORMAT, invalid media
format.
My question is how to format a RD51 disk to
be used on VMS 5.1?

Maybe you have to do a low level format first ? I don't know how you do it with an RD51, but with a RD53 on a Microvax you do it from the console with a command like :
>>> TEST 70
