What are you trying to accomplish? Are you splitting the file to be able to email smaller files?

If the purpose is what Bob asked, then the VMS-specific VMS_SHARE.COM is the best choice.
Should be available in the usual freeware archives, or -also not sure it's the most actual- in http://wwwvms.mppmu.mpg.de/vmssig/archive/v/vms_share.zip .
Otherwise, the simple split known in the unix world is also available: in the GNV distribution (see the open-source-tools linked from the HP OpenVMS site), or a Perl implementation from the Perl Power Tool set, also in http://wwwvms.mppmu.mpg.de/util/perl/split.pl
