on startup I get a message that reads windows cannot find opemme.exe
Why do i get that message and how can I fix it? is the file important? it does not seem to stop any programs from working as usuall

Well, a good start would be to post your question in a MS Windows related forum, not in an OpenVMS forum.
Second is that you have to give the proper name of the file (which is probably openme.exe, which is part of a dialin program to a porn site).
