Ive deleted a network interface (WE0) from the system. When i go to SHOW INTERFACE i get only LO0. Ive tried to get it back using Define however I get the following error message %TCPIP-E-CONFIGERROR, error processing cnfiguration request -RMS-F-DUP, duplicate key detected (DUP not set)
When i go to TCPIP>SHOW CONFIGURATION INTERFACE It lists LO0 and WE0 with the network settings. Is there any way to recover the interface with those settings.

There is a volatile and a permanent database.
You probably have modified the volatile database and are looking at the configuration settings of the permanent database.

To modify the permanent database use :
TCPIP> set configuration interface ...

To modify the volatile database use :
TCPIP> set interface ...

See also the doc :

Btw easiest way to modify TCPIP is with the menu :
$ @SYS$MANAGER:TCPIP$CONFIG

I tried
TCPIP>set configuration
_internet device: WE0
then the following error message
%TCPIP-E-INVINTER, error defining interface : WE0
-TCPIP-I-ACPQIO, failure on internet ACP QIO
-SYSTEM-W-NOSUCHDEVICE, no such device available
-SYSTEM-W-NOSUCHDEVICE, no such device available

it does show the interface in
TCPIP> show configuration interface
