We run a special application ,though old system it started giving above error while shouting down. In next booting we miss the communication of DEC server to three nodes. How to fix the problem

There is not enough information here to provide a meaningful answer. If the error code listed was a 45C, this translates to a "system service failure exception" and shouldn't occur during a boot. If the failure was with the application you are running rather than with OpenVMS, than there is a bug in that code and there is still not enough information here to resolve it. I assume that a crash dump file is available. If so, then you need to contact someone (like myself) that can analyze that dump file to determine the problem.

Update this with the output from a CLUE CRASH. That will hopefully give me a little info to provide more direction.

It is during shut down this error comes.
The dump file could not be located.
During boot did not dismounted properly comes with rebuilding.
Yet to try clue crash.

A rebuild during the reboot is normal and expected in these situations.

As for the dump file: If the file: SYSDUMP.DMP does not exist in SYS$SYSTEM, then the pagefile can be used. The pagefile must be large enough and the sysgen parameter SAVEDUMP should be set to 1 which will preserve the dump until it has been analyzed within the pagefile. If you save the dump within the pagefile, it is recommended that you "COPY" it to another location and release the pagefile pages.
To do this:

$ANAL/SYSTEM
SDA> COPY SAVE_location
SDA> exit

Where SAVE_location is a disk directory large enough to contain a dump file. This command will release the pages back to the pagefile.

RE: The crash itself.

Without an understanding of the application that is crashing the system, it will be difficult to help much further. Get a valid dump, save it from the pagefile and then provide the output from a CLUE CRASH. Hopefully that will provide enough info to go to the next step.
