Best way to handle perl->cobol

Here is my problem: I have a web based system (Apache/PERL/Mysql) that must run a cobol program on an openVMS box.
I have used perl to telnet to the box - very successfully, however when I run the program it will not run - not even the most basic cobol program - no displays no accepts - nada
Can anyone shed some light on this - I am really baffled.
