As far as I can tell, it is not free.
If it is, it's not being proudly displayed.

OpenVMS is now a Compaq-owned real-time operating system that previously ran on mid-range computers that Digital Equipment Corp. made. It is an outstanding operating system that supported various computer languages, databases, user-interfaces, etc. It was used in both office and industrial environments. It has a tremendous Help system for the user. For awhile it was run on PCs, but DEC really did not support it properly. Compaq is now bringing it out again on the new Intel Itinium 64-bit PCs.

Is it free?
No.

Good, can I download it?
It is a huge operating system and is released on various media.

Good, where can I download it?
Call Compaq Computer Corp.

Rick
