Word Merge 2 Labels INCLUDEPICTURE

I've created a Word mail merge using INCLUDEPICTURE for unique graphic and text data into labels. My data source is an Excel file where I've put the full path for each graphic in quotes. I get unique data for all of the fields in each record except for the the graphic--the first graphic displays in all of the records.

You don't mention what version of Word you are using, BUT IT DOESN'T MATTER since this problem seems to exist in all versions of Word, both Windows and Mac.
I've been looking for an answer to this for a year (over two Word versions on Mac, X and 2004). I've found people who claim solutions, but none that have ever worked for me.
So we have to assume that INCLUDEPICTURE is a Microsoft joke on us.
