Word form processed to excel and/or consolidating sheets

Specs: Windows XP
Here's what I'm trying to do. We keep an issue tracking spreadsheet which resides on a Windows Server but the issue is we use Excel 2003 and the people who update the main spreadsheet are on different networks (VPN'ed in from home). They're unable to update at the same time because the spreadsheet gets locked when one user has it open.

I know there's fix packs out there to fix the one user at a time issue, but lets say fix packs aren't an option right now. What I'd like to do is create a form of some type that everyone can have on their desktop. When they submit it'll automatically update the spreadsheet. Is that possible? Are there other better options?


I've started playing with Word forms. Would it be easier to just create a quick HTML form and process from there?

Why can't you use Excel's Share Workbook option?
