Word 2000 Won't Save Password

Windows 98.
Office 2000 won't save a password on a document, either in .rft or .doc.
after i go up and set it, then confirm it, then save the document, i can still get into it by just double clicking on it.
it's a form that is setup so the users should only be able to tab through certain areas and fill in text - so they can't modify the document either.

The protect document feature doesn't keep them from opening the document, it keeps them from modifying it. Try modifiying the document then save. It will stop you at that point.
If you want to put a password in a document to where they need to enter a password before being able to open it, then I would suggest using Adobe's Acrobat program to fully protect it.

it is suppose to keep someone from opening a document...
under Tools > Options > Save, there is an option to put a password on File Sharing "Password to Open".
