Everytime I try to open outlook, the windows installer pops up and I cannot access my email as it then says that Outlook is not responding and have to exit and when I restart it does the same thing. I tried the 2007 Office but went back to 2003, is there something that did not get put back correctly when doing this or something as that is when the problem started.

Have you tried creating a new pst file and setting that as your Mail Delivery file? What happens if you log on with a different account?

Did this start when you reverted back to Office 2003 from 2007, and what type of installation did you do when you reinstalled 2003?

What is a pst file?

Yes it started when I reverted back to 2003 and I did a standard installation. Put the disk in and selected install.

Did you do a complete uninstall of both Office 2007 and 2003 and then run the install after a reboot?

The pst file is where all your email/contacts/calendar, etc are.

Email me, and I'll send you the steps to create a new Mail Delivery file. Then we'll see if we can get your old pst file working.

I didn't do a complete uninstall as then I would lose all of my emails. I barely get outlook open and the windows installer pops up and prevents me from doing anything and then it says outlook is not responding and I have to end task.......

You won't lose your emails. The pst file contains that information and is not deleted/removed during an uninstall of Office.
