Who owns the Phone Numbers?

I had a general question concerning Phone Numbers. Are phone numbers like IP addresses, that are given to service providers in large pools?

How does it get assigned, and who owns phone numbers?

Could one transfer ones phone number from one company (like Verizon) to another (like T-Mobile)?

Yes phone numbers can be transferred. My wife and I were with Verizon. When we switched over to AT&T we were able to keep our same phone numbers.

Cell/Mobile phone numbers can be transferred from one carrier to another. You can't transfer a land-line phone unless you're moving within the area serviced by that exchange. (area code and prefix).

I'm not sure if VOIP is an exception, but I don't believe it is.
