When I try to open an Excel file listed in Sharepoint, MS Ex

Specs: Windows XP, Intel i5 2.5GHz/3GB
When a user tries to open an Excel 2007 file listed in Sharepoint 2007, MS Excel doesn't open. Rather, Internet Explorer 7 just reloads/blinks the web page but the Excel workbook never opens. The Sharepoint status of the file states "checked out" but the file never actually opens.
I can check the file back in, but the same symptom occurs whether I double click the Excel file, attempt to check it out or choose the edit will MS Excel option.

Conversely, if I login to that same PC and attempt to access the same Sharepoint file, I don't have a problem. However, if the user(she has local admin rights on the PC) tries to open the Sharepoint file, she has the symptom mentioned above.

Have you given the user the correct permissions to be able to open this file in your sharepoint list/library?
