What else can open *.pub files?

Hi my friend has recieved a publisher file and does not have publisher (as part of the MS office suite installed on his machine)installed. He does have openoffice and scribus installed but nothing opens the *.pub files. I googled and that is why i downloaded scribus for him as i am linux person. Can someone give us the real deal on opening these files. He doesn't want to contribute more money to MS lol

Oh I should have mentioned he has MS office installed(2003) but not publisher. Just word, excel and i forgot the other one.
