When using an Microsoft Exchange server, you can use the excahnge server to access your Outlook email anywhere using the web-based outlook from anywhere with a web browser. Is there any way Outlook, or a 3rd party application can accomplish the same thing WITHOUT an exchange server?

I'm not real sure what your question is... But you can use Outlook to access your email from Yahoo for example or wherever else you may have your email server...
Most public ISP's allow POP3 and SMTP accounts...if your ISP does NOT allow it, then I guess you are stuck...
