There are many provider of VoIP if you do a search on Google.
VoiP comes in two different varieties. One supplied by a regular telephone company with requires a VoiP modem to be plugged into a local areas network. No software required for this, just the hardware.
The other is software only that allows to people running the same software on their computer to talk for free. Probably the best of these is Skype.
You can also use it to make cheap calls to a regular telephone to almost anywhere in the world and only play local rates. That requires that you open a pre-paid account which the Skype. their web site will explain.

you could try http://www.aql.com/telecoms/ they give you a free external phone number and free software. an also they give you a load of free sms aswell.
i have been using them for a few weeks and it seems pretty good.
